oo1 : Literate or above, no expections.
oo2 : Quality layout. It doesn't have to be excellent, but it has to be neat. No blinding colors or anything.
oo3 : You must have at least fifteen members and a decent activity level.
oo4 : Our banner must be static. That means no scrollbars at all. Just because it's in a scrolling div and not a marquee doesn't make it static, because it's still scrolling.
oo5 : Finally because some people don't seem to find it obvious that banners should be on the main page, our banner must appear on the main page of your forum or you will be denied.
